After the short story’s publication, Oda went on to create the wildly popular manga series One Piece, which Netflix transformed into a hit English-language live-action series in 2023. Monsters takes place within the One Piece universe, focusing on the legendary swordsman Ryuma, who comes from the Land of Wano. The film’s story composition is done by Sunghoo Park, who previously directed season 1 of Jujutsu Kaisen and the Jujutsu Kaisen 0. Takashi Kojima design's the characters, while E&H production does the film's animation.
The Japanese voice cast for Monsters 103 Mercies Dragon Damnation includes Yoshimasa Hosoya as Shimotsuki Ryuma, the famed swordsman at the heart of the story. He is joined by Hiroki Tōchi as Cyrano, a villainous swordsman from Ryuma’s past, Kana Hanazawa as Flare, a waitress and friend to Ryuma, Katsuhito Nomura as Master, and Mitsuaki Madono as DR.
